Is this a constant problem? Sometimes restarting Revit helps. It could be the central file is in use (someone's syncing) and you can't create a local at that moment.
Other possibilities:
- Is everybody working in the same Revit version?
- Is the file path name for the central file the same for everybody? We've had cases where a server had a different name on a colleagues computer, as a result they couldn't work on the work-shared file.
