We have run into the issue of having to create model text within families on multiple occasions. However, we need mirroring and rotational behavior that will keep text readable and we would like to avoid modeling text as discrete objects that require individual visibility parameters. Is there a way to introduce text elements into elevations and sections within the family environment that will appear within a project environment?
Again, we need text to appear in elevation and section within the family just as you are able to do in plan with annotations so that this information is visible in the project.
Is this possible?

Not with Model Text. You would need to created a different Model Text for those Views and hide the other Model Text in the View. What's wrong with View Specific Annotations?
By view specific annotation you mean parameterizing a "3d text" element I'm assuming? The reason being is that I cannot get Detail Items or Generic Annotations to display in elevation or section in the project environment. I am aware that creating model text for each view and then parameterizing them per view is the only option available -- which creates the need for instance parameters or family types that are specifically for rotation or mirroring. I am hoping we have the same understanding.
The issue is that this could be resolved with an annotative solution and not a 3-dimensional entity that involves seemingly unnecessary duplicitive work. It would be nice to have a leaner process.
No, that not what I am talking about. Why are you Modeling Text? Why aren't you using Annotations (Annotations Tab). That text is View-Specific, meaning it only shows in the View it is placed in. Dimensions are another example of View-Specific Elements.
I think we have a misunderstanding. I am using Detail and Annotation elements. They don't appear in the project environment. That is the issue. Only model lines and model text does in elevation and section. Plan view is the only view that displays correctly when those items are placed in plan.
So it is not possible to have annotation placed in elevation in the family environment appear in elevation in the project environment?
Maybe you can post some screen captures to illustrate what you are meaning?

Yes. Text created in Families via Labels will show in the Project.
family environment:
This is a detail item with annotation in an elevation view.
project environment:
The text that is visible is actually a collection model lines within the family. Not a great solution.
In your Family, insert and use these Families to create Text to be seen in the Project.

This is not a label, though. Would I need to use a label instead?
I can only place the label as a symbol in the plan view. I don't have that option in elevation. Is there something that I am missing along the way?
By the sound of it, a Workplane is what you are missing.
I don't have the option of placing the label in elevation. When I load the label into detail component (see ? symbol) and associate it with a reference plane it still is not visible in the project.
Annotation text won't show up in elevation if you embedded in the model family unfortunately. I tried this in the past family I've built and it will not show regardless what you do. Funny thing is it works for plan but not section/elevation.
You need to build the label into a detail family and then load that detail family into your model family. The procedure to do this is explained through the link I provided above.
Here's the skinny version:
1. Start a new Family using the Detail Family Template.
2. Insert a Generic Annotation Lable into the Detail Family and populate it with whatever text you need.
3. Load the Detail Family containing Label into Model Family and place it it Elevation View.
Bada Bing.
I tried that already. Please see the previous screenshot. It does not display. All elements are hosted to a reference plane within view.
