Iv'e looked for some sort of draw order tool.
I've deleted and redrawn the lines and the mask in different order.
... and still the mask not only hides what is behind the tag when inserted, but also hides lines in the tag.
What good is this tool if it cannot be tamed?
What am I missing?
(I don't know how long I going to be green at this Revit thing

Check if the text is contained in a "label" in the annotation family. If so, edit the label, then see if the text style can be set to transparent vs opaque. Then reload/save annotation family into the project.
Not sure what good the masking region is? Use a label with transparent text.
