When using tag all not tagged I get this:
all vertical structural columns are getting tagged but all horizontal ones aren't. Any idea how to fix that?

I think your horizontal model elements are Structural Framing category? You need to load in a Structural Framing Tag in order to see them in the Tag All function.
I attached the default tag family for you.

"Horizontal structural column"? You mean the column’s base and top are at the same height? That's not possible. Can you share the file.
Unfortunately I am not permitted to share files but here are 2 screenshots showing that both elements are indeed structural columns. I am not sure how they achieved it but they both respond to call for categories > structural columns > all elements of category in dynamo meaning they are indeed structural columns.
There's something strange, because they're really VERTICAL columns (as shown in properties palette). Fake "horizontal" columns can be done with slanted option, and can be tagged also. Seems more like a family modelling/parameter issue...

I notice that both Column Style is vertical.
Check your tag family, maybe you use a parameter that there isn't in both column types .
By the way i think is better to use beams (structural framing) as horizontal members.

The horizontal columns use parameter "L" and doesn't use "Length"
The vertical columns use parameter "Length" and doesn't use "L"
Do I need all parameters to match to use the tags properly?
Obviously. First of all check the parameters in tag, label parameter must be the same as in family. But, as said by you, seems that "L" family parameter is custom-created (not the default "lenght" family or category parameter), so it needs to be a shared parameter in order to work. In that case, you have to load the parameter in tag family and use it in the label.

2. Load the parameter in tag family and use it.
3. Create project parameter from shared parameter. (Project parameter with the same name that hasn't created from shared parameter don't work)
4. Fill the values in columns and tag them
