Is it possible to draw the "pipe" as per the green reference line?
The problem is that the radius of the two arcs is different.

Short answer: No, revit’s Sweep operation takes only one profile and one path, and the profile shape is maintained when cutting perpendicular to the path.
Your problem, is not that the radii are different but that they aren’t concentric. The mechanical operation when bending physical pipes follows this principal but with minor deformations. Forming a pipe with the shape you want is going to cost much more than a simple concentric bend.
what you are looking for is a Sweep Blend.
which will require you to break down the pipe into it’s regular sweeps and the sweep blends which will transition the circular profile to an elliptical profile at the midpoint of the arcs. Model the first half in steps to increase the resolution of the faces in plan then mirror the first half to get the second half of the transition back to a circular profile.
You can also create a parametric family if you need it often.
