After creating a floor with surface pattern of say concrete, can we control the visibility such that the pattern is seen in a small area and not all over the floor for better clarity of drawing

Do you mean we use split command and break the floor into 2 parts. Then we apply paint of the required pattern on the part which we want to show? Does this mean the floor will not behave as one entity? Or can we join it after painting?
Use a Model Pattern. It will scale with the View.
...I think I missed your point by a mile -- maybe more! I vote Split Surface as well.

No you don't have to physically split the floor. Revit provides Split Face and Paint tool to manipulate the material of a portion certain elements. See screencast.
