I've tried to change the phase of the topo and looking in different phases, but the subregion seems to have a glitch and cant even be deleted or edited in order to get rid of the problem because I cant select it.

Merge the Subregion.
BTW: Subbregions exist in the Phase(s) of their Host Toposurface. If you are wanting a Phase-able "region", independent of the Host Toposurface, use a Split Surface as a "region".
The subregion is not pinned. Is there any way I can just delete it so that I can start over?
I am not wanting a Phase-able "region", independent of the Host Toposurface. Ideally I would prefer to edit. However, if I can just delete, that would be great too. Anyway to delete without having to redo my how topography?
By the way, I can tell there's some sort of a glitch in the subregion because it looks like a blank as compared to the other "site-asphalt" subregion. I've tried to isolate it but I cant seem to even select it. Any ideas?
Create another Subregion. Can you select it?

Subregion looks blank? You probably created a Split Surface and deleted it by accident -- or Phased it out.
I'm positive I never created a split surface. How would I have phased it out when the subregion always says it can only be created on the same phase that the topography was created in? Sorry but am I understanding you correctly?

A Split Surface can be Phased. A Subregion cannot. A Split Surface can be deleted as well. If you were to delete a Split Surface, it would leave a hole in the Toposurface it was created from. That hole would look "blank", because it is blank. That's where I was coming from.
Ok. So I was finally able to remove the offending subregion by splitting the topo and then merging the two topos back together.
