I can't, for the love of drafting, figure out why this Slab Foundation is not displaying dashed on both sides. It's displaying as solid lines in printed plans. When zooming in/out, the line changes visibility between dashed/solid.
Why is the scale having an effect on this?
scale 3/32"
But If I change the scale to 1/4", it displays correctly:

Betcha the line is coming from an annotation (maybe Section Marker) that has its "Hide at Scales Coarser Than" set to 1/4" scale.
...reverse of this:
Agree with @barthbradley that something else is influencing this!
At the 3/32" scale use Tab key through the View/Viewport to cycle select the other element which is in view to identify what it is.
There are no other elements that this line could be coming from. It is coming from the element to my knowledge. It seems to be location based. The one in the middle is the original, but if I copy over to the left, it displays correct, but if I copy to the right, is displays incorrectly:
Why would the scale be affecting half the lines on the element, on this portion of the view?
What are the View Range, underlay and discipline settings for the view?

Fortunately, I was able to solve this by using the linework tool. However, I was unable to figure out what was causing this.
What ever works to get a solution!
just a caveat, if you look at the horizontal lines between the pad bases these appear to be linked so is this an Underlay or linked file or the outline of a floor boundary?
