I have revit 2017 installed and I have installed the content libraries separately but unfortunately I cannot find the default Fabric Reinforcement family. I've looked everywhere but couldn't find them.

You mean you do not have any Structural Fabric Reinforcement system families is the Project Browser? You should have at least one Fabric Wire and one Fabric Sheet family.
Odd. It's a System Family. I would be wondering what other System Families are missing. Perhaps a Repair or Reinstall is in order here. This is the direction I would go if these System Families are absent from the Project Browser in the default OOTB RTEs.

It's not a LOADABLE family; it 's a SYSTEM family.

I don't understand your question, but like I said before, if none of your other RTEs have it, then I suspect something went wrong with your installation -- unless it's not included with your version. Are you using Revit LT? If so, I don't think it's included. You may need to upgrade to get it.
Bumping an old thread but this may be of use to anyone looking for answers. On first clicking 'fabric sheet' Revit does say no annotation families for fabric sheets are loaded and asks to load one, I too could not find one to load but cancelling the 'load family' and hovering the cursor over the intended fabric host does still insert a system family fabric sheet anyway, which can then be modified in the properties.
