Well, your second message did not really explain the first message better. However, let me try: you need 2 titleblock families, one for each size. Then, load the 2 titleblocks into your Revit project. Now, the two types of titleblocks will be available when you need to create a new sheet.

I've read through his first message a few times and my guess is that he is trying to find a way to make the A2 titleblock LOOK like the A1 titleblock but allow for a different size sheet -- but he doesn't want to RECREATE it from scratch.

If that's the case, create your A1 titleblock family save it.  Then do a SAVEAS and give it the A1 name.  Now modify the A2 family to suit your needs.
