Not sure I understand you, but if you're talking about forming treads and risers in a Toposurface I can thing of several approaches. One approach might be to use the Build Pad tool to create a series of treads. Your riser would be formed by staggering the tread/building pad heights.

thanks, can you explain more how to create that?

Do you have a Topsurface yet? If so, there's a tool on the same ribbon called "Building Pad". Use it to sketch a series of single tread boundaries -- each with a lower "Height offset from Level" to get the proper "riser" height.  It's pretty uncomplicated.

...Something like this image depicts?

Hi

You may cut on Pad for the entire location of stairs..( box or L Shape )

and model a default staircase..

but its its one off then @barthbradley method seems perfect..

Are you familiar with the Building Pad tool? I think if you were to play with it a bit, you'd catch on pretty quickly. You can sketch any sort of boundary you like with the tool (such as the size of a tread), and raise or lower the finished "pad" in relationship to the Toposurface via the "Offset from base level" parameter located under it's properties. The finished Building Pad is 2 parts: a pad and a topo infill.  Once you've place it, you can hide the "pad" portion in the view, leaving behind just the topo infill.  Or, you can change the properties for the pad (e.g. thickness and material) and leave it visible in the view.

Is your "topography" an actual "Toposurface"? First thing you need to have is an actual Toposurface to work with.

i created an actual Toposurface to work with. but i'm not quite familiar with building pad especially in this case with stairs. is there any thing can help me to learn more about that.

There a many, many tutorials available on-line. Just Google it. Curious though, that your having such difficulty. Like I said, it's a fairly uncomplicated process. Click on Building Pad, sketch your boundary, and close out of sketch mode. Voila! A Building Pad is created.  What happens for you?

It has been explained well but watch the screencast for basic steps, minus the hiding part, where you manually hide the pads to exposed the earthen steps below them.   Yeah and give @barthbradley the solution credit so he won't be haunting me for days :]
