I am creating stair plans using detail views plus a view template. The view template has all stair visibilities checked. The parent view (area plan) shows the stairs properly. Is this not possible in a detail view?

I'm not clear what you are asking. What are we supposed to notice in those two screenshots?
In your 2 views, one looks like your View settings, the other looks like the View Template/VG Override settings. Both images look the same though. What is "not showing graphically in the detail view"?
Are you referring to the stairs not being cut at the Cut Plane?

use the plan view not section and if you want the callout draw the callout in the planview, in the section view you don't have the View Range so the Revit rules not working:
but in your Detail view you use the Callout in Sectionview(I think) :

It is a detail view Plan View. I drew the callout box from the area plan view. It is a live view.
Oops, I forgot to show the parent view. The stairs don't show the same graphically even with the same visibility settings checked. There should be a cut line, dashed line showing the stair nosing. For some reason it does not show in the callout view from the parent area plan view.
When you create the callout, choose Floor Plan View type instead of Detail View type.
