I've got stairs, which are not reaching the above floor level (only CL below), regardless of top offset?

Look at the amount of risers.
You have a difference between actual and desired. So Revit expects two more risers.
Either you edit the stairs and add those two risers or you decrease the amount of desired risers.
When decreasing the amount of desired risers Revit might complain if you cross some set constraints (like min/max riserheight)

Changing the desired risers to match the actual lifted stairs to correct level, but the riser then exceeds 190mm - which is not allowed Australia.
I had to edit the top run "Relative Top Height", Which increases top run length (more goings).
