It looks like your stair is behaving correctly, but your dimension is going to the top of the riser [which would be the same as the bottom of the tread].  I think you are using a 2" thick tread.  To verify this, dimension from the last tread to Level 2 and compair it to the dimension from a tread to a tread.  In the stair editor, select the run and look at the Properties Pane.  There you will see an option to "End with Riser" or not.  If you unselect that option and add one more tread in plan, I think that is going to give you what you are looking for.

All I was saying before was that the dimension shown in the OP's image was going from the base level to what is essintially the bottom of the top tread.  If that stair was left unchanged, and the top riser was butted up against a floor at level 2, it would be drawn correctly [because the dimension from the last tread to level 2 equaled the dimension from tread to tread].  If you want a tread to show at the top, uncheck "end with Riser."  I'm not sure what you are asking, but if you explain your issue in more detail, I'll see if I can help.

Like he already said, uncheck "end with Riser" so that your stair will end with the top tread one step below the finish floor level.

I think he wants a tread AT the upper floor level.

If that is the case...change the instance parameter for top constraint offset up about one riser's worth, AND turn off the "end with riser" setting.
