Must be a local glitch on your end or something about your stair settings that revit doesn't like. It doesn’t work with precast nor with cast-in-place, but it does work with assembled stair, and all works fine in a new, fresh project file.

hello and thank you

Yes i know, but i need only cast-in-place.

Why not work for the case in place stair?

Sorry, can't make it work. I'd send the file to AD, let them take a look at it.

@GHASEM_ARIYANI hello, it looks like it's only working in assembled stair, not on the precast stair and cast-in-place stair. its looks like a bug.

Hello, Autodesk please take a look in this issue.. thanks

What is your trick?  I cannot get Monolithic and Precast stairs to disconnect levels in a new, fresh project from the OOTB template.  I had to unpin and delete them manually.

I thought I struck gold learning some cool trick from you @PijPiwo.

While waiting for the fix that may or may not be coming, either change the stairs to assembled, disconnect levels, and change back to original type; or just unpin and delete for the levels to be excluded.

Hi. I had the same problem. And probably it is a bug. But there is a solutioun how i made. The level whic you want to disconnect, change its height then revit will show fail on stairs. And now disconnect. It works!!!
