Stair Break line not moving after view range change

For some reason in this particular view I can not get the stair break lines to move up even after changing the view range in the main view and with a Plan region. See attached screen captures. Help is very much appreciated. Thanks, Aaron

Revit has trouble handling the view range of a stair when the plan region has an irregular shape. You need to handle this in a different way. If possible, use a rectangular plan region, or use the same view range of the view plus other means such as linework.

I am having this error with a rectangular plan region. Revit 2017. Is this still an issue?

Does the plan region cover the stair entirely, including all runs and landings?
