Does moving the Text reveal the Dot?
...and the Floor is below the Stairs in the View?
Yes, when I move the text it is revealed, but traditionally the DN and UP text is placed on the floor outside the stair and not on the first tread. Also, the stair ends at the edge of the floor since the last riser is the edge of the floor slab.

So, in answer to your question "why does the stair arrow text and filled dot get hidden by the floor?", the answer is that it is not being hidden by the floor. Right? I mean, if you move the text and the whole dot shows up, it would indicate to me that the opaque text box is the culprit. Maybe I'm misreading you.
I checked the text and its transparent, not opaque. For now I edited the floor and hid the linework so that the dot and text shows up on the floor, but the section is now incorrect because the floor edge is not in the correct place. Its like the stair direction arrow and text are on the plane of the last treat and not the floor level where the stair ends. Would it have to do with the beginning and end of stair run? Is there a setting I need to check? Thanks!
The representation looks correct to me.
BTW: The stair representation in Plan View is purely Symbolic. You don't see the stair geometry at all in Plan View. In Sections/Elevations you are see the actual geometry. Looks like the stairs need to be moved to meet the Floor/Landing. No?
...quick question: are you Ending with Riser or Tread?
