I cut a section and only so one level, not sure why other levels are invisible?

Their 3D extents are not in the view range.
Select any visible level > right click and select All in project > right click and Maximize 3D Extent.
If you want to set your level to all sections & elevations, create a scopebox and set the level to that scopebox. Right now your levels are not showing because your section cut didn't cut through the 3d level extent. I would go to 3d and select the level and set the level to the scopebox.

I want to explore your method for the situation when none of the level is visible.
I took over this model and it has been moved from far away to near the internal origin, perhaps that is the reason many things are messed up. I open the 3D view, and there are a couple of scope box there and when I click zoom fit, they became tiny spots in the window. I even can't see the building; and I don't see levels there when I zoom in.
Do you have CAD linked into the 3d? I would simply turn off CAD link first, zoom extend and then you would assign the level to scopebox.
Okay, I noticed there were total 4 scope boxes there but those tiny small ones are 3 scope boxes and there is another one not visible. I deleted the 3 scope boxes and zoom fit, I saw the one which is being used and the levels are there.
