In your Snap Settings your Object Snap options are on but you've just turned off the snap increments options.
Snap Increments define how Revit will display feedback for length or angles. Zoom very close and you get smaller increments and zoom farther away and larger increment values are displayed. For example, sketch a wall from far away and the length value displayed will be in 4 foot increments as you increase the distance from the first pick point and your current cursor location.
To stop Revit snapping to something as much you need to remove the Object Snap options. For example, choosing Snap Nearest is quite helpful but it will snap much more often to things Revit "sees" beneath your cursor.
I don't use PDF inside Revit very much myself. What happens when you turn them off so they aren't in the view...different snapping behavior?
