When I have many levels, I can never get all the heads to snap to a single blue dashed line. The levels seem to group in no particular order. I've tried locking and unlocking but no luck. Is there a way to do this? Thx.

The Level Datums will align and lock to each other as you drag one end and align it to another one. There will be a dashed vertical line when your Level lines are perfectly aligned vertically. Once they are aligned, they will lock. After it locks, left click and hold this group of Level lines and drag them to the next level line and that line will also align and lock. Continue until all level lines are aligned and locked.
You can click on the elbow and "break" the level line to allow for moving the annotation description up or down away from another level line. This allows you to keep the levels at their designated heights while moving the texts/height numbers away from each other for legibility.

Doesnt work with 3D levels. The level heads will not lock together. i can even draw a model line or reference plane in order to align them. I am having a OCD whack attack.

create a new uncropped elevation view showing all levels with their 3d extent then you should be able to lock them together. Alternatively, create a scope box and associate levels with it.
