There has been another issue I have experienced where I underlay and Autocad survey under my building and trace the property lines using the property line sketch tool and the resulting property lines that are generated are not aligned with the original underlay. This did not seem to happen in 2016 version but perhaps I did not notice that.

That sounds like a "distance from origin" problem. If the DWG is drawn with elements far from 0,0 and then you end up with it in Revit and try to trace the lines will not line up. I would check the DWG and make sure the survey is close to the 0,0 point and there is not any "stray" geometry hanging out far from 0,0. Then when bringing in to Revit make sure you position the DWG close to the internal origin.

I thought it might be something like that. Is it the distance in the Z axis or is it just the position in plan related to 0,0 that you think is the issue?

I have only seen the issue crop up in relation to x, y coordinates that are large (like 10+ miles from the origin). I suppose distances in the z direction would affect this too, but the Z coordinate of a file would not usually exceed the 10+ miles even if your site was on top of Mt. Everest you are only at about 1/2 that distance.
