First off, I want to find my survey point. It's on in VG, but doesn't show up in the model in plan. It also doesn't show yp if I play with View Range.
It shows up in section though.

As you can see the house does not align with plot lines. I want to align it in the plot line- I'm assuming the best way to do this is to rotate the survey point?

The Survey Point has nothing to do with it. Now. if you want to change the Angle to True North, that is done through the Project Base Point. But, that is not going to rotate the Property Lines. You need to use the Rotate Tool to rotate the Property Lines.
