The shortcut for fillet arc will only be accessible in the right context i.e., when the Draw tools are active in the ribbon.
The Draw tools (including the Filet Arc) are active when you activate the Detail Line command, yes, but also when you are on sketch mode (e.g. editing a floor/ceiling/roof boundary, drawing revision clouds, etc).
That is why the fillet arc shortcut is not working for you unless you are first on a context where it is available.
If you want to use the fillet arc mainly in the context of Detail Lines, you could make things faster by editing the Detail Lines shortcut from DL to something you can quickly type with one hand and minimum "travel" distance over the keyboard, like for example, you could reassign shortcut DD for Detail Lines.
