Is there a way to create a revolve like shape with the profile shown in the bottom picture with a offset ? or would I have to create a blend and add in void extrusions ?c.JPG

If I'm understanding what you want to do, yes, you can do it as a revolve. Just draw that as the profile, and then draw the path around either the top or the bottom. The bottom portion will be more narrow than the top.

You can do it if the profile is a simple shape, by revolving it around a tilted axis, then cut the top and bottom with voids; or by a blend with offset top and bottom profiles.  Can't do easily if the profile is like what you show.

 

Another option is using mass.

right but if I did that with a mass in a project wouldn't I have to create a bunch reference planes all staggered at different elevation to create that shape?

See below.  But it doesn't work with your profile.  What are your trying to model anyway?

Transition for Flex?  Like flex duct?  You are over-modeling stuff.
