Hello.
We have two departments in our firm where the first department creates the model, while my department is focused on annotating the model. We link the first department's model in our Revit project.
I want to use custom family tags to tag the original model elements (Generic Models, Plumbing Fixtures, Electrical Fixtures, etc.) in our project, however, they have incomplete parameters to actually tag these elements. Kindly do take note that I can not change/manipulate the original host model of the first department for a reason. I want to use our department's own custom annotation system so that the host file will not be overloaded with the families/elements of the first department.
I have already tried shared parameters but to no avail; it can only affect the elements that I have placed within my project, not with the linked file instead.
With that being said, will it be possible to set custom parameters of the linked Revit model elements exclusive in our Revit project without touching the original host model? I am looking for other options as well by creating custom Keynotes instead.

I believe element keynotes and user keynotes are the best approach.

If the linked model isn't set up properly to be tagged, then you can't tag it. Or at least tags won't read correctly.
This seems like a bit of a silly workflow to me. But if its how its going to be done, then there needs to be a clear understanding between your two groups about what needs to be tagged and that those elements are set up correctly in the original model.
@vitorbortoncello is 90% correct. User keynote should work. Element keynotes won't (value cannot be changed).
