Sections and Callouts missing

I'm have an issue with section and callout tags showing up in my plan views. I can create the section in the "not working" plan, but it will show up in a lower level plan... so its there, view is created as well.

 

Currently I have checked; hidden views, visibility graphics for both the individual view and the view template, removed the view template, compared the "working" view properties and the "not working" view properties and they are the same, check the scales and they are the same, looked at worksets and design options also the same in both views.

 

What am I missing?

Are you, by chance, looking for this:  "Hide at scales coarser than" ?

Thank you for your help i'll check it out for future reference in case this happens again. but it turns out on of my coworkers had turned on a filter that i was unaware of.
