I'm trying to build some basic Schedules that make sense for the Projects I do. For example, I always list the Applicable Building Codes that the project was designed to on my cover sheet. Seems pretty straight forward, but when I go to setup the schedule, the first thing it asks me for is the Category, and there doesn't appear to be an applicable category for these things. Items that make sense to setup in a schedule (at least it does to me), that all seem to fall into Project Information:
- List of Applicable Codes
- My projects often have a Primary Structure, and multiple secondary structures for support (think Main Building, and subsequent support buildings for things like storage, or utility based use). It seems to me that it would be best to just setup a schedule where I list the primary building it's construction type, and so on
- Various Code Permit Numbers
I did consider just making a bunch of shared parameters and a specialty tag for them all, but the problem is for example the secondary structures on my sites (sometimes it is one building, but I've had as many as seven additional structures in addition to my primary on a project.

You might also consider using a Note Block for these type of things.

Maybe I don't understand, but I guess a more simple question is. Can you not just create a schedule with random text information in it?
Let's just do the Design Codes: Seems to me that this could be very simple:
Header: Design Codes
General Note: This Project was design in accordance with the following codes, ordinances, and regulations.
Cells as follows:
2018 IBC
2018 IPC
etc.
A Note Block is actually a type of Schedule--suited for such purposes, and is pretty standard Revit practice-- hence my suggestion.
