I'm trying to scale down a <detailing line group> ( I drew it with annotation lines), but see it's forbidding me to do so, how to fix it up?

I've also tried ungroup the detail lines and scale it down, but it keeps prompting me " line is too short,"

as @rxi.gg mentioned there is a minimum length for lines.
Try deleting the elements when prompted and then simplify the geometry to close the resulting gaps.
At this size noone will notice if the edges are beveled or not.

Simplify the shape and get rid of segments too small. Also, Revit is not for the intent of modeling everything of their actual sizes, for example: thin metal elements such as steel framing or corrugated siding.
