I have interior rooms placed in a work set on Level 1. I want to hide these interior rooms completely and want a shell room, just the overall boundary of the shell space as a room. But when I go to place a shell room, it accounts for all the interior rooms despite closing the work set. Is there any way to completely miss the interior rooms which are on a different work set and place an overall room?

No, probably what you need is an Area, which is a different tool. An Area can be "over" rooms, but a room cannot be over other smaller rooms.
Appreciate the response. Even if the smaller rooms are in a different work set and I close the work set completely. I would still not be able to add an overall room in a different open work set?
Even if you do that, because the room still exists in the model. The only way you can do new rooms "over" other rooms is if some rooms are in a previous phase. But that can become complicated if your project does not have phases, and I don't recommend creating fake phases just to create rooms in this way. As I said, the entity that can go over rooms is Area, in an Area Plan.
