Room tags dont appear when tagged in the main model (site model) but heres the catch.... They show up for a later phase (Stage 02) but not Stage 01. The model structure is as below.
1. Internal walls with Required rooms are in one model ( internal Building 01 model)
2. "Internal Building 01 model" is linked into the Block A model (Along with external stairs, Walkways and the facade)
3. Multiply "Blocks" such as A,B,C etc are linked into the main model (Site mode)
The issue is tagging block B woks for both stage 01 and stage 02 phase for all rooms, But for Block A it only tags in stage 02 (Seperate view) the views including Plans, Elevations and sections show the Room cross (preview before tagging) but when i place the tag i get the error saying "None of the created elements are visible....."
I have checked the linked files for the correct phase mapping, Checked all links for Visibilty graphics, Checked room heights in the models to ensure the view range is correct in all models. I have even unlinked and relinked the models.
Another thing ive noticed is the room tag preview seems to pick up the Stage 02 although all settings and mapping in the view is Stage 01, but the rooms Crosses show Phase 01.

Check Phase Mapping: Ensure that the phase mapping between the linked models (Block A) and the host model (Site model) is correctly set up:
Check Phase Filters: In your view settings, verify the Phase Filter and Phase for Stage 01. Make sure that the phase filter isn’t set to hide new, existing, or demolished elements if that’s not your intent. Sometimes a view set to show "New Construction" might hide rooms tagged in a previous phase.
Room Bounding Elements: Ensure that the walls in the internal building model are room bounding and that the rooms are actually placed in Stage 01. Room Boundaries in Linked Model: In the Visibility/Graphics Overrides for the linked model, check that room bounding elements are visible and that the option "Room Bounding" is checked for the linked model.
View Templates: Ensure that the view templates applied to your views for Stage 01 and Stage 02 have the correct visibility settings. Sometimes, a view template might override individual visibility settings, causing inconsistencies between phases.
Linked Models Visibility: In Visibility/Graphics Overrides, verify that rooms and room tags are set to be visible for the linked model. Also, check the custom visibility settings for the linked model in the main model's views.
View Range and Cut Plane: Double-check the view range settings in Stage 01 to ensure that they align with the room heights. A slight difference in the cut plane height might cause rooms or room tags to disappear.
Temporary View Change: Temporarily change the phase of the problematic view to Stage 02 to see if the tags appear. If they do, switch back to Stage 01 and see if the issue persists. Sometimes, toggling phases can reset view behaviors.
Unlink and Relink: You’ve already unlinked and relinked the models, but try doing so with all linked models at once, then check the visibility settings again for both phases.
Create a new view set to Stage 01 and try tagging the rooms again to see if the issue persists. This might help rule out any view-specific issues or hidden overrides.

Assuming I actually understand the problem you've described...
Rooms don't travel across phases (time) so they only show up when a view is assigned to the same phase the room belongs too. That means in your site model, in a view assigned to Stage 01, you can see rooms that exist in Stage 01. In a view for Stage 02 you can see rooms for Stage 02 but Stage 01 rooms will not be visible, the tag tool won't "see" them.
If you want to tag stage 01 and stage 02 rooms in a view assigned to stage 02 you'll need to consider using a separate view that only displays room and room tag elements with that view assigned to stage 01. Then overlay that "room only" view on a sheet for the stage 02 plan you want to see stage 01 rooms in at the same time.

Thank you for taking the time to post your solutions, unfortunately i have tried these earlier and once again. The issue still remains.
One method that worked was when i created a new view for any of the levels, i was able to use the "Tag all Rooms" including links and was able to tag all the rooms! but alternatively when i tried individually tagging them on the same plans they didnt work as before.
One more observation is that for another identical project in the office their team has a similar issue. Except they can room tag the older phase 01 and not the phase 02... incase that gives a clue.

It might be a View Range issue. Does the site model have levels that correspond to each floor of the various linked buildings and if so are the plan views you are using associated with those levels? If not and there are elevation differences between linked models that could account for not seeing some rooms but seeing others. If the site model just has a "sea level" level and all the links are placed and raised up/down relative to that but there are no levels/views dedicated to each link's level relationships then some rooms might not be visible for that reason.
