Revitworker.exe not found error message Revit 2017 and 2019

We've done a fresh install of Windows 10 on a few machines that need upgrading and encountered the "Revitworker.exe not found" error message upon launch of Revit 2017 and 2019. The only way Revit will open is when run in Administrative mode. Users have Administrative rights to the local machine, AV has been disabled, and the UAC has been lowered completely. Running the application in administrative mode is not an option because you can only UNC path to network drives through the application when running in that mode, you will not see network drives through the application. We've followed the suggestions of assigning permissions to certain folders and registry keys to no success. Anyone figured this one out yet? The only solution I've seen so far is people giving up and starting all over from scratch. The strange thing is this didn't happen on every machine even though the installation of the OS and applications were identical. All other applications including Autocad Architecture run fine, only Revit has this issue. Any input would be appreciated.
