We are trying to use both a network license and stand alone licenses for a workshared project. It is not allowing the stand alone licenses to create a local file.
Is possible to do this?

Stand alone in respect to a standalone perpetual license or in the terms of a single user subscription license?

All that I know at this point is that they are non-network licenses of which we have three. There is only one network license.
are you using Bim 360 design sharing or revit server sharing?
is there an error message?

Neither.
All users are on the same LAN.
The network license is new. This office is just starting to use Revit with this project. I've set-up lots of projects both cloud and LAN with both either all stand alone or network licenses but never a mix.
As a test from a stand alone license, I opened the project that was set-up with the network license and made a new central out of it. The workstation with the network license cannot create a new local, the option is grayed out and vice versa. I'm thinking that they don't play well together.

this is not being caused by licensing it could be a mapping issuse

That does indeed describe exactly what I am seeing. Unfortunately, I don't know how to check the mapping, so I can't verify it at this point. Thanks for pointing me in that direction.
Edit: It looks like the mapping is different and we don't have full time IT support. Time to put another feather in my cap.
