Revit will not publish all Conduits

Hello. I'm trying to show Electrical Power Conduits on an embeded view, but only a few of the conduits are displaying.

Steps: 1. publish a drawing with conduits to DWF file 2. Look at the output DWF file which does not contain any conduits.

Our Developers believe this is a Revit publishing bug. We would like some help. I can provide example drawings and example exported DWF files.

Revit 2020. Windows 10.

Are you using Revit phases? Or design options?

It looks to me like some of the conduit fittings are in the wrong phase or in some design option.
