Revit Viewer and Addins

Been having internal discussions over the past 2 week on the legality of Addins while in Viewer mode.
Is there any documentation on this? After all, the software allows the functionality, and the Revit Viewer is free.

The only obstacle I see is the license of the different add-ins. They might mention something about this.
