I'm trying to adjust topography on South Elevation, however if I'm moving the point it changes it automatically, but not in way I want
The first picture is how it looks when I move the point
The second picture is how I want to look like

Both pictures look the same. Not clear what the issue is, but understand that each point in a Toposurface creates triangulated geometry. So, if you move one point, you are affecting the shape of a triangulated geometry.

Modifying a Toposurface in Elevation is extraordinarily difficult, if not impossible. Edit in Plan View and "do the math". That is, change the Point Elevation.
The thing is I did last time, it was correct just was too small, that's why I decided to do it again, and when I opened new project it happens, don't get it why it changes automatically.
Don't know what to tell you. Sounds like you got lucky before. A straight vertical drop to a ledge like you are showing is hard to do. Maybe, you could "cut" it instead by using the Building Pad tool.

The grey is your Toposurface Poche -- a Cut Representation.

Well, that's a pretty easy Topo to modify in elevation. Here's the trick: DO NOT modify in Section -- modify in Elevation with Far Clip turned OFF (e.g. "NO CLIP") and in Wireframe Visual Style. Then use Window-Select to grab all the Points at one time. In other words, in Elevation that one Point has many Points behind it. You want to grab and move all of them at the same time.

Well, if you were in Elevation, then Elevation Marker Cut Plane must be cutting through the Toposurface. You should NOT see any Poche. Move you Elevation marker/Cut Plane away from the Toposurface so it does not cut through any portion of it.
