Has anyone requested to allow Revit templates to load worksets, view templates, and filters? We now use a .rvt file as our "starter/template" instead of a .rte file because we always use worksets, view templates, and filters. Autodesk, if you're reviewing these forums, I highly recommend allowing these three items to be included in Revit (.rte) templates.
You should have a look and post in the IDEAS forum.
BTW, the only thing on your list cannot be included in a template is worksets and there is a very good reason for it.
In my opinion the way Autodesk treat Templates is correct.
They have several Template per Units Types and Disciplines and in order to keep them small - they are made as additive templates:
These are only a start point to create your custom Templates that could be subtractive, but they will be much larger files.
Create you own Custom Template(s) , this will increase dramatically your efficiency.
You can insert into your Custom Template both View Templates and Filters....but not Worksets (as long as they are activated only when you declare sharing)....

I think using an empty project file for the worksets should be fine, but I would agree it's not ideal... I thought view templates & filters could be included in the template though...?
