There is a small button in the upper right corner of that dialog, looks like a sheet of paper, on the blue bar that says Central File Access. If you click on that it will give you a report that tells you how long each sync has taken.
When more than one user starts a SwC Revit deals with the process a bit like an aircraft controller at an airport. It processes changes sequentially and doesn't deal with subsequent requests until it has cleared the previous request. You can avoid the waiting by cancelling the Sync and starting it again when the other users have cleared the dialog status.
