Hi there!!!
While starting Revit the start screen goes white (image attachedd). I don't know what's happening inside, Last week I had run a external add-in since Revit asked me to choose a option to Load Once/Load always/Do Not Load, I did choose Load always, I guess since then Revit's been acting strangely as mentioned.
Yesterday my IT Support guys had shorted this issue, and it was working fine while I open this morning (also the same add in asked the same and I chose do not load). For some reasons I wanted to restart my workstation again, and again I chose do not load the add in but the error occurs this time.
Revit has been reinstalled yesterday. Please help me to solve this without reinstalling the software.

totally uninstall the 3rd party add-in this could be the cause of issues. thanks
It could be related to Internet browser settings. If taking away the add-in does not fix it, try resetting internet browsers to defaults.
Go to the Big R...click....select Options at the bottom. Click on User Interface and uncheck "Enable Recent Files Page at Startup".
Voila! No messed up text!!
(Should always open files directly from the File-->Open....recent files allows people to open outdated local files)
Ensure windows has the latest updates. As suggested by @loboarch There is an issue with the Windows browser used by Revit to render the Recent Files page.
Please try the below and let me know if this resolves your issue:

Thanks @loboarch,
Oh my god!! I cant believe and don't know why internet explorer affects Revit. I unchecked the show pictures on IE (this cause the issue). I turned this on back, now working fine.
Thank you very much.

The start screen in Revit is rendered with HTML, we leverage the installed browser to display this page.
