I have been trawling the forum posts and found many similar posts but not exactly this issue.
When editing materials I get that annoying yellow triangle with the exclamation mark next to the folders of the libraries; Favourites, AEC Materials etc. This would make it appear that the libraries are missing but they are not, they just fail to load. A close down of Revit and them a re-start will fix the issue, but the next time I start Revit it looses them again. (Short Term Memory Loss!)
I experience this personally and see it many times, often during training sessions so that's awkward!
Versions: Revit 2019, 2019.1, 2019.2
Any would be greatly appreciated.

Yes it's been happening a lot and I agree it is probably a bug especially considering a re-start of Revit fixes the issue and this is one of the steps in the linked solution and just to labour the point, Revit clearly knows where to look so just go get it!
Unless I am missing something or misunderstanding, the suggested solution is to copy the materials library to a unique new location and then point Revit to that; please correct if I am wrong, but wouldn't this kill the concept of a shared Autodesk Material Library?
There must be a better way, probably in the programming.

That is just the icon color. Don't worry about that. What are you trying to do in there anyways?
trying to make sure the libraries are there, spent the last two days trying to install them!
why is the image that shows the sample RED w a yellow exclamation? and why are all the materials atill w the yellow exclamation? This has never been this hard
I have no idea what Material you are referencing. But the red warning for the Image indicates the image is not found. The other mark you are describing as an "exclamation" sounds like the indicator of the legacy material.
What's it pathed to?
You know, you can add Additional Render Appearance Paths...

hover your mouse over the text printed underneath the Image box. The path will display in full. Or just click on the text.

I added everything and still have all the materials locked and w a yellow !

That just indicates that the Material is using a legacy Asset.

I thought the "!" was something that had issues. Why are there materials in the bottom under "home" and why do I have to take materials from the AEC folder? Why aren't they with all the other ones under "project naterials"?

You ought to start a new thread of you own. Also, provide a little more information about what is - or is not - happening. It's not clear from this one screenshot. What are we supposed to be noticing in it? If it's the way a material is being shown, then include a screenshot of the Material's Appearance Tab setup.
