You are selecting the form, not the point.

I select the form then switch on the x ray mode and select the point. could you please have a look at the attached rfa ?
Sorry I cannot look at the family you posted because it is made in a newer version than the one I have. Anyway, I made a test, and even when the x-ray mode is on, I am able to select the reference point and see the offset parameter.
Maybe you didn't start by creating reference points and you don't really have points but just a vertex of the form? If you create 4 reference points first, then create 4 reference lines with "3d snap" activated, then Create Form, you should be able to select the reference points and see the offset parameter.

Use the "Fixed Distance" option.

When I am providing Fixed distance as 3000 the pattern is going beyond the mass surface boundary. How can I get my pattern stay inside the boundary.
And one more doubt. How can I make a space frame analytical model using this mass ? is there any direct option or workaround in Revit or is it possible assign a structural section tho this pattern using dynamo ?

Well, if you said you wanted a fixed distance for each panel, then the total length and width of the surface has to be a multiple of that distance.
If you need an analytical model of this, maybe you should do it with trusses. The geometry seems to be regular and simple enough to be done with trusses families.
