Revit LT 2020 Materials Library will not load

I have uninstalled the libraries in accordance with the troubleshooting guide and reinstalled twice. Also completely uninstalled Revit and reinstalled. 

When using the Paint command nothing loads, the same when initiating the Materials command. 

I have opened sample drawings and tested also.
