I have a lighting device that I can't get to show up on a ceiling plan. As the images attached show, the device appears on a normal electric plan, but on the ceiling plan it only shows when the bubble is turned on, showing what's hidden in the view, but I don't have an option to Unhide element nor category. Has anyone faced this problem before?
What are the lighting devices? Did you mean to place lighting fixtures on the ceiling instead?
Either way, you may have placed them on the floor, not on the ceiling. If so, place them while you are on the RCP view, not the Plan view.
3rd party families may have the family set to turn off with certain plan detail levels. Try changing your plan detail level between fine, coarse, and medium.

The light device in this case is the light switch, the S and O symbols showing on the electrical plan and when the bubble is turned on, ant they are showing correctly on elevations and sections, hosted on the walls.
If you want the light switches to show on the RCP, lower the RCP cut plane to below the light switch mounting height.
Also check the visibility graphics settings in the RCP for the families category. On the far right side of the categories row is a place where the detail level may be overridden for specific categories. good luck.
