To all that are tasked with creating custom Revit.ini files for deployments, please be aware that the Excel file that is provided that lists all of the variables is WRONG!!!
Specifically, it says Valid values/Default/Example:
0 = Display confirmation dialog (default), 6 = No Response & "Do Not Show Again", 7 = Yes Response & "Do Not Show Again"
The correct values are actually:
0 = Display confirmation dialog (default), 6 = Yes Response & "Do Not Show Again", 7 = NO Response & "Do Not Show Again"
This issue has persisted since at least 2021(If you open the spreadsheet link on each of these years):

Now I'm also not confident in the other values that are documented in the excel file. It needs to be audited to make sure that the values are correct.

Help shows the values for the different options correctly.
6 = Yes and do not show, 7 = no and do not show.
