Revit Graphic Titleblock Draw Order

Hi everyone,

I am trying to build a titleblock to match our more graphic ones for a presentation. I tried taking the background graphic and mapping it across the titleblock sheet area. However, the views show up behind this graphic and cannot be brought forward as far as I can see. 

How do I bring views forward on this sheet?

I think annotations on top of models is hardcoded in Revit. Titleblock is an annotation family so it will always sit on top of your model views.

I would create the titleblock without the color background, create PDF, and fill the color in InDesign or some other graphic design programs.

It looks like using a PNG worked, although I wanted the clear area inside to be parametric, but I guess that is not possible.
