I have created a model to be used by a facilities management team
This team will change the names of occupants of each room throughout the buildings life cycle..
Afew questions:
- Am I better off to assign the occupant parameter to the desk or assign the occupant to the room?
- Am I better off to assign the department parameter ?

I would say it depends on what you want to do with the data.
Imagine you have an office with 3 desks. If you create an occupants parameter to a room it means that you have a single field (one room, one occupants parameter) to add the names. If you add the parameter to the desk than each desk has the parameter occupant and so a single name in the parameter field, which might be helpful with tagging/scheduling.
However what happens when you delete the desk and put in a newer desk model. Then you have to be careful theat occupant data is transferred. What in situations with flex desks?
You also could make a special occupant family (e.g a symbol) with the relevant data and place those in the rooms.
There is no right or wrong here. You have to see what seems to fit best in your workflow and your data needs. Also make sure that proper procdures are communicated to the Revit modellers.

That is exactly what I was thinking.. the desks are too liable to change.

I am still trying to work out how I will deal with flex desks
Right now I have added Room parameters named "occupant 1, occupant 2, occupant 3" and for flex desk I have just added Flexible.
My needs are that the revit users using the model are very much beginners and I think its easier just to teach them how to deal with rooms and leave furniture the way it is

Just a heads up, if you use multiple room parameters you have to be aware of a few things. It might not apply now, but what in other/future projects?
-What happens when you have more then 3 occupants (e.g a large open floor area with 15 persons).
-When scheduling you will get 3 (or more) columns with your occupants and counting gets more complicated.
-When tagging you have to track 3 (or more) parameters.

Another thought I had was to separate the room into 3 using the room separator.
Then each occupant has a desk and chair in their own space (room)
I would then number these rooms 700-a 700-b 700-b etc.
As you said before there is no right answer
