I saved my Revit file in the 2017 version. When I went to open it again, it said it had to upgrade my file from the 2009 version to the 2017 version. It was never saved as the 2009 version and now it won't open period.

Do you by any chance have multiple sessions of different Revit versions running simultaneously?
Start a support request with Autodesk to see if they can recover the file. Do you have Revit 2018 or 19? If so try opening it in either of those. The message doesn't indicate that but the message may not be able to determine what the actual version is properly.
I suspect your file has been corrupted and if Autodesk can't recover it you're stuck in a very hard place, sorry.
