HI, I WANT THIS CENTER TO MOVE UP TO THE TEXT IN THIS FAMILY

You may simply need to move the Text Box in the family closer to the reference plane in the family.

there should be a crosshair of reference planes in the family, if not VG and turn on references

The reference plane is causing the issue.

shortened the reference planes, no effect still the same
