See the revised file.  basically you need to create another reference plane, a length parameter, and lock the sweep sketch path to it.

I did it a little differently. As a Work Plane Based Family. Parameters control X and Y Length. Can also be sized dynamically in Project using grips.  

 

 

Family I attached has these controls in Project.  Note: Family is Work Plane Based, meaning that it can be placed on any Level or named Work Plane  -- including sloped Work Planes.

I would make both parameters as instance and use reference lines so that it can be stretch in 3D in project.

Agreed.  So, Shape handles will show up when the family is hosted to an inclined Named Work Plane

Thank you guys that worked for what I need. Just don't want to keep drawing these shapes in AutoCAD for the fabshop when I can update two values and have a model and drawing ready to go.
