The file that was uploaded is obviously corrupt (it is only 12k in size).  There may have been an error of some sort when it was saved or you could have lost connection with the storage location (i.e. network drive).

I've also seen this error occur if the local drive ran out of space.

Do you have a prior version of the file available?

Hi,

The older version of the file is saved in Revit 2018, and when I try to open it in Revit 2019 I got this error:

Thanks for your help

Try opening with "Audit" checked.

Same error.
If you can't retrieve a backup file you will need to contact Autodesk and ask them if they can perform some voodoo.

It is kind of strange.  If I try to open the file that you posted in 2018 (fully up to date) it tells me that it was saved in a newer version of the software and if I try to open in 2019 - it attempts to upgrade the model from 2018.

As @ToanDN mentioned, if you do not have any other backups available (depending upon your settings, you may be able to Right Click on your file then go to Properties and then choose Previous Versions to expose older versions of your file), you may want to try opening a support case with Autodesk to see if they can assist.
