This keeps happening. Is there any idea or real solution to fixing this?

Full warning:

Revit cannot reconcile the differences between your local file and the central model. You can find more information about the errors in the Worksets dialog.

Looks like someone opened the Central file without creating a local file then saved the model over the existing one...thus making any existing locals obsolete.

It looks like the last synch with central was not saved to the local file and you are opening the local file. Best practice is to create a new local from the central.

Drafting is a breeze and Revit doesn't always work the way you think it should.
